Billion Group (Pty) Limited (“Billion”) is an award winning 100% black owned property development and investment company driven by unparalleled entrepreneurial expertise. The company specialises in retail, commercial and mixed-use developments located in major South African cities. It was founded more than 18 years ago by property entrepreneur Sisa Ngebulana. With a reputation for delivering creative, highly functional developments on time, Billion Group continues to surpass expectations.

Our development philosophy is to develop dominant regional shopping centres complimented by a mixed use component geared for ultimate lifestyle and success, located on major roads and interchanges.

With this in mind, our development philosophy is based on bold architecture reflecting a bold welcome, accessibility supported by expanded road network and public infrastructure, the establishment of sustainable surroundings through the creation of a long-term, environmentally friendly precinct. We own a number of strategic retail and mix-use development sites in underserved areas across South Africa.

Our South African retail pipeline and overall mixed use developments are enviable with a total value of over R40 billion and over 1.9 million m² of developable bulk.

Chairman

Sisa Ngebulana

B Juris, LLB, LLM

Sisa founded the Billion Group in 1998 and Rebosis in 2010. Sisa has won various awards: Entrepreneur of the Year Award (2006), Pioneer award (2014), African Business Excellence (2014). An admitted attorney of the High Court of South Africa, he practised with Jan S de Villiers Attorneys in commercial litigation before joining Eskom for seven years as legal counsel specialising in property and finance. He is a past president of the South African Council of Shopping Centres (SACSC), and has been a director of the Attfund group, Truworths International and the Construction Industry Development Board (CIDB). Sisa has single handedly developed a number of regional shopping malls in SA, including Hemingways Mall, Forest Hill City, Mdantsane City, B.T. Ngebs City and with Abacus Bay West City in Port Elizabeth.

Commercial Director

Vuyokazi Njongwe

B Juris, LLB

Vuyokazi holds a B Juris and an LLB Honours Law Degree from the University of the Western Cape. She is an admitted attorney and Notary Public of the High Court of South Africa. She practised as an attorney at Sonnenberg Hoffman Galombik in Cape Town, specialising in property, insurance litigation, commercial litigation and general commercial matters. Vuyokazi thereafter worked for FNB Corporate where she gained experience in various departments. Through FNB Corporate she earned her experience in international trade financing, debt restructuring, tailoring various finance products, property finance as well as business development and client portfolio management. Vuyokazi joined Billion as Legal Counsel and is now a full-time Director at Billion Group. She is now responsible for various property developments within Billion.

CFO

Dave Lange

CA (SA), MSc Property Studies

Dave has over 10 years of financial, private equity and real estate experience.

He spent the first 5 years of his career at the Deloitte Johannesburg office and spent 3 months with Deloitte in the US in 2012 where he worked on the audit of the world’s largest hedge fund Bridgewater. In 2012 Dave returned to SA and joined IHS, a private equity fund manager with a focus on the affordable housing sector in Southern Africa. During his tenure at IHS, Dave gained a wealth of experience in the residential property market through various roles, including deal-making, development asset management, portfolio management and as CFO of Transcend, a specialist residential property fund listed on the AltX. Dave joined Billion Group in March 2018 as the Chief Financial Officer (CFO) and a member of Exco.

Director of New Business

David Tunley

BSC MI

David has been at the hard edge of the property industry for more than 15 years.

He is the New Business Director for Billion Property Group and joined the Exco in September 2017.

With multi-faceted experience in the industry he is engaged in the growth and development of the Group, securing users for Billions large land tracts and finding new opportunities for profit and gain.

Uniquely qualified for this task, David has gained valuable skills and experiences in many aspects of the industry, from management of assets and personnel, through entire building and construction processes, to operational and acquisition/ disposal strategies. He has seen employment in some of the best performing listed funds and worked under the direction of some of the industries finest individuals. He was actively involved with the redevelopment of the Cape Town CBD from inception, and traded and developed more than 80 assets in that arena during the period of 2002 through 2009.

In the early 1990’s he studied and worked in the Military establishments of the US and South Africa, and saw deployment in Mozambique and the DRC. He was employed directly by the United Nations for a period of 4 years and saw most of the early mission in the DRC.

Development Director

Dewald van Staden

Masters in HR Development, PMP

Dewald joined an international retail and security consultancy firm after completing his studies at Rand Afrikaans University.

He attained the position of Director, heading up various divisions and consulting to most of the major retailers. From there, Dewald joined Woolworths’ retail division getting involved in regional operations. Dewald was headhunted and served as Operations Director for a JSE listed company for two years, gaining experience in logistics, facilities and operational management. Dewald then founded a development and project management consultancy focusing on property and retail project developments. After being associated with a well-known project management company and being part of project teams opening various national stores and retail developments, he involved himself with private enterprises and developers planning and developing new retail developments. Dewald was then appointed as Managing Director of Motseng Project Management, a company that forms part of a national property group in South Africa. There Dewald was involved as project lead on various development and capital projects for some of the super-regional centres on a national basis. Dewald joined Billion Group in May 2016 as the Director of Developments and a member of the Exco team. His primary role is to identify and oversee mixed and precinct developments including retail, commercial, residential and leisure for the group on a national basis.
